Börjar med att svara på frågan i rubriken så kommer motiveringen efter det.

På amerikansk engelska finns det två närliggande begrepp, nigger respektiv negro. Det första är avsett som en grov rasistisk förolämpning (ja, organiska framväxta språk innehåller även den sortens uttryck), det andra är en neutral benämning på människor med mörk hy. Tror du mig inte?
Nedan följer några citat från ett berömt tal. Negro förekommer sexon gånger, black fyra gånger (en gång i utdragen ur talet nedan) och white sju gånger (fyra gånger). Kan du som läser gissa vem som höll talet?
- This momentous decree came as a great beacon light of hope to millions of Negro slaves who had been seared in the flames of withering injustice.

Som framgår ovan är negro ett neutralt ord som bara syftar till människor med mörk hy, på samma sätt som kvinna och man syftar på människor av ett visst kön, helt utan att lägga någon värdering i deras kön. Svenskans neger och engelskans negro är kognater, det är däremot inte neger/nigger (svenskans motsvarighet skulle väl vara något i stil med negerjävel, jämför bög/bögjävel).
Negro/neger har sitt etymologiska ursprung i spanskans och portugisiskans ord för svart. Det är alltså helt neutralt. Går man längre bak är, intressant nog, negros etymologiska ursprung förmodligen från natt (vit kommer från glänsa).
Källan till sammanblandningen av negro och nigger är Malcom X. Han tyckte helt enkelt, helt felaktigt, att negro och nigger var samma ord.
Malcolm X är, för alla som inte känner till honom mer än ytligt, något så udda som, i brist på bättre begrepp, islamist-kommunist! Är det rimligt att en "dubbelextremist" som Malcolm X, som dessutom verkade i en amerikansk kontext — alltså ett land som till skillnad från Sverige ganska nyligen haft negerslavar — ska påverka språkbruket i Europa och Sverige? Knappast va.
Att neger blivit ett känsligt ord i Sverige beror enbart på okunnighet. Svensk inblandning i slavhandeln med negrer är försumbar. Innan svenskar skuldbeläggs för den bör de negerfolk i Afrika som kidnappade andra afrikaner och sålde som slavar, till ytterligare andra afrikaner, araber och européer avkrävas ansvar och ursäkt för detta handlade med miljoner, om inte tiotals miljoner, människor.
